Well they used to. For Germany. Post World War II just to be clear. But since their cars were too expensive (typically Porsche) the German government never approved them for use. Porsche even tried to sell them to other NATO countries but it never worked out. Frustrated , they took their cars to the general public. They were named as Jagdwagen , also Hunting Car to appeal to the hunters.

The cars were expensive for a reason, Porsche had thrown in the works into the car to make it more appealing to the military. Features included five forward gears, amphibious, the ability to climb a 65 degree grade, shift-on-the-fly 4wd, etc. The cheaper Munga was able to beat Porsche to the order books.
