The Toshiba Camileo is one of the few cameras that takes care of the budget despite being loaded with cutting edge offerings such as HD recording. Features include a 5x optical zoom, a 10-megapixel sensor, 64MB of memory, an SDHC card slot for expansion, image stabilization, motion detection.
The Camileo H10 HD even has a HDMI output so that direct viewing on a compatible TV is possible. The recording is done at the standard 720p and the camera is already available in the UK. When it does get to the State side, it should retail for approximately 300$ USD. Its currently available for 180 pounds in the UK.
